The National Taxpayer Advocate Nina E. Olson annual report lists 21 most serious issues faced by taxpayers. Most the issues are carried forward from previous years and that means no major initiatives were taken from the congress and the IRS to address these problem over the years.

It is interesting to observe that 8/21 issues listed are related to the "collection process".
