You will pay state taxes for the income you earned in that state provided there is state income taxes. Some states do not have state income taxes. Yes, you are right if a person stays in two states for 6 months each, and earns income in both states, then you pay taxes in both states for the income you earned in each one not for your whole income for 12 months.
