Does the IRS allow a tax preparer to solicit/advertise new business via direct mailings? Where can I find specific information about the rules of tax preparer solitations/advertising. I have tried the IRS webiste, with no luck.

Tax preparation is a business and they can advertise it. Do you see the advt from H&R block in tv ? Why should IRS put a limit on their business.
