IRS is revising Form 656, Offer in Compromise, to include the changes mandated by the Tax Increase Prevention and Reconciliation Act of 2005 (TIPRA). IRS created Notice 1357 to notify taxpayers of the TIPRA changes to the OIC Program. Until the revised Form 656 is available later this year Notice 1357 will be included with each OIC package ordered from the IRS.
